Profile:

The Public Controller major of the Master in Public Governance focusses on the second half of the Management cycle: Monitoring the results of the policy implementation and advising on possible interventions.

The Public Controller has to be a ‘trustworthy advisor’, geared towards the setup and guard a system of management and internal controls. This for Government but als Public Organisations.

Course Description
MPG - Introduction to Politics & the Civil Service
Aim of the course: a good relationship between politics and the administration is essential for successful government. In practice the success of politicians is very much dependent on the quality of their staff. The relationship between a minister and his civil servants can make or break a minister’s future. There are many potential tensions between the two. The civil service is supposed to give frank and fearless advice, which can sometimes be perceived as not convenient (Hirschman's exit, voice and loyalty-theory). Civil servants have to provide state of the art information and maintain strict neutrality in preparing and executing policy. Politicians on their part want to achieve political and electoral successes, and are therefore very much focused on the media. The horizon of politicians differs from the horizon of civil servants. Also their basic values are different. Politicians sometimes express as their feeling that civil servants have too much power and are not willing to respond quickly to their wishes or to the demands of society, when it comes to structural changes but also in operational cases. In the eyes of politicians civil servants lack, it is said, sensitivity for the daily political challenges and for the need to respond as fast as possible. Politicians also feel uncomfortable about the monopoly of civil servants as far as information or relevant networks in society and among stakeholders are concerned. Civil servants are skeptical about the focus on the very short term and the willingness of politicians to make short term deals.


Classics in Public Governance
Aim of the course: the introduction of students to classic thinkers in PG starts with Woodrow Wilson in 1887. Topics such as the discipline of PG, the political context of PG, the bureaucracy, organizational theory, HRM, the budgetary process, public management, public policy and analysis, program evaluation, intergovernmental relations and public service ethics will be part of this course. With passing this course, students prove their interest and motivation for this MBA program. Repeated failure to pass, implies that a student will not be able to continue.


Introduction to Statistics & Mathematics
To provide the essential statistical and mathematical techniques necessary in following other courses within business administration training, by providing the candidate the understanding of basic concepts in mathematics and statistics.


Legal Context
Aim of the course: civil servants ought to be well aware of the legal context they work in on a daily basis. This course gives students the knowledge they need on the new legal context for Curacao as a country within the Kingdom of the Netherlands as well as a focus on administrative law. Being familiar with this material empowers students and teaches them the rights and duties of government.


Public Sector Management & Reform
Aim of the course: the management of the public sector differs from the management of the private sector. Why? Because the goals differ, clients are citizens, lack of choice, etc. It is important to learn from other countries (international-comparative perspective) what works and what does not. Also, a historical comparison is made to study the evolution of the extent and organization of state intervention in societal processes (from night watch state to enabling state). Ample attention is paid to the civil service system, for instance: is bureaucracy the best model? What can the civil service learn from the private sector (managerialist approach)? Students will learn about the pros and cons of reforms like New Public Management, post NPM, neo-Weberianism, e-government and the distinctness of the public sphere (publicness).


IT Governance & IT Management
Aim of the course: The module IT Governance includes the following:
    1. Treatment of concepts of IT Governance and Control. With the advent of the Sarbanes Oxley Act, there is growing interest for Corporate Governance and since IT significantly affects the business processes. Relevant concepts will be addressed in this area.
    2. Discussion of concepts of IT Control: Here the control of the IT organization and IT processes is the center of discussion. The following topics are covered
      • The most common organizational forms (department, independent legal entity and outsourcing: outsourcing) and IT processes (service management, ITIL)
      • technical infrastructure consisting of hardware and system software; internal control approaches with the ISO and CobIT



Ethics & Integrity
Aim of the course: what do we mean with ethics? Ethics is actually the systematic reflection on our morale. What is good and what is evil? What is the difference between a correct and an incorrect government action? We start with a general introduction to ethical theory that prepares students for zooming in on some crucial ethical theories. Duty ethics, Utilitarianism, virtue ethics will guide us to the right solutions for specific public sector issues. Students will consider moral issues such as rationality, integrity, values, public ethics in a different and more nuanced way after taking this class. Thompson's theory called The Problem of Many Hands, a common problem in government, will be also be discussed in class.
